Dr. Jonathan A. Mantikayan is the Executive Director of the Bangsamoro Information and Communications Technology Office (BICTO), leading efforts to enhance digital connectivity, e-governance, and ICT infrastructure in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Philippines.
Under his leadership, BICTO plays a crucial role in promoting transparent and accountable governance through technology-driven solutions. His office is at the forefront of digital transformation initiatives, ensuring efficient government services and improved public access to information. BICTO is also actively involved in ICT literacy programs, capacity-building, and the development of a secure and modern IT ecosystem for the Bangsamoro government.
Beyond his administrative role, Dr. Mantikayan is a distinguished academic and researcher. He holds a Ph.D. in Information Technology from the International Islamic University Malaysia (IIUM) and has served as a lecturer and dean at Cotabato State University and Cotabato City State Polytechnic College. His research focuses on e-government, digital transformation, and technology-enhanced learning, contributing significantly to ICT advancements in the region.
